0345(5)(c)(vii) The small group of children in the outdoor area that were alleged to be inappropriately touching each other, were not being actively supervised. The staff that were counted in ratio were not aware of what the children were doing. In fact, it was the child who had to go up to the teacher that was outside to let her know what the children were doing.
